here we are with alex in the midst of being tagged an d measured, and marked as normal abnormal, acceptable and not..the goal here is normalization and technological will be brought to bare on alex to form him into a certain mould for societies sake...weather that actually helps alex in his life is a footnote...

note how well or not the child was actually doing in the Deaf school is irrelevant, nor is the fact the child is already signing in a sign language...instead the child has to be removed from his environment, removed from those he can communicate with in his natural langauge, and placed with those who do not share his language or culture..that is a classic example of what is known as colonialism.
to the dismay of the combined system and the professionals, Deaf were not falling on their knees begging to be implanted nor long lineups of us were around the corners of docs offering the drill...
this was not lost on them and their corporate sponsors where worried...and thus studies were undertaken to try to push for more numbers allowed and to have the goal posts changed to net more deaf children.
further and in regards to moving the goal posts, a british study in 1986, 'who might be suitable for CI and other procedures", british journal of audiology
brit study to move the goalposts said:
if CI was limited to post lingually deafened adults(18 to 65 years of age), with a hearing loss of at least one hundred decibels, then the number of possible implantees was 12,056, if the hearing loss threshold was lowered, to 90 decibels then the number rose to 22,490, but if the prelingual deaf and the age limit dropped then the number of potential Ci candidates shot up to more then 64,000
this study and other like it occurred very close to the time when the push against Deaf wishes and that AGAINST the vast majority of Deaf wishes where ignored and steamrolled in the pursuit of corporate earnings at the expense of deaf children...
