Yes, we have terrorist issues in the history book, long before 9/11, even before 1950's We had controlled terrorist long time ago now, it is back.
Should we let in just mothers with children, to start with? Would that be less risky?

The security measure is very different prior to 9/11 and terrorists had capable to enter US as tourist, that's not refugee, that's really tourist, the security check at airports are done by private companies, no TSA. The cockpits weren't secured and anyone could hijacking the airplane and crashed WTC.
9/11 attack - international terrorist, that's not refugee, again, that's not refugee.
Boston bombing - domestic terrorist.
Tamerlan Tsarnaev entered US on tourist visa and they aren't refugee that lived in UN camps. We don't know about risk to be associated with terrorist organization or lone terrorist. The terrorist attack could be prevented if FBI, CIA and DHS are doing their job and they are responsible to make America safe.
There are US citizens committed terrorist attacks and we have many school shooting - they aren't from radical Islamists.
I'm not worried about terrorist attack in US and federal government is doing their job to make America safe.
