That's already implemented in some places for people convicted of OUI. They have to blow a breathalyzer to make the car start.
They don't get a choice. That is what they must do to drive.
Um... what? That doesn't have anything to do with turning off cell phones.
Those are people who have been convicted of a crime. That's a punishment, rather than the preventative/safety measure that was mentioned. The level of technology between those is rather large. A breathalyser ignition key is essentially an extra lock on the vehicle - once it's unlocked, then the vehicle operates normally. To somehow selectively block the use of a cell phone (only for the driver, since there's no reason to block passengers' phones, nor would anyone buy a car which disables everyone's phone) while a vehicle is in motion is an entirely different type of technology.
