False. USPS has power to buy, lease and SELL a property such as a building so that means it can close the building and sells it. Suppose if it requires an approval from Congress and it says no, then USPS will be going bankrupty. Due to its defict, USPS can ask Congress for help, not approvals and so far the House (almost all Republicans and no Democrats favor it) has passed the bill that will cut our pay by increasing 5% retirement contributions. However I believe that Pres Obama who is a Democrat will veto it if it is passed on Senate floor.

USPS already has future plans including closing over 3,000 stations and about 250 plants.

However, by Constitutional law the USPS must serve each and every legal city.
Only community that are un-incorporated can be served by a post office in an incorporated city. Even a big city like Birmingham could have only one post office for the whole city and still be legally served.

Only part true. Because the GAO own many of the older buildings from the original USPS. So this means if the USPS wants to close a particular Distribution plant/branch/etc. they give it back to GAO.

Sometime, I noticed post office serve in two cities at same time - Birmingham and Center Point, however it does apply to some portion of neighborhood when delivery the mail.

Yeah, however most old buildings are in downtown.

Anyway Marina del Rey plant near LA was closed several years ago and sold for about $75 millions to Steven Speilberg, a famous movie producer who later changed his mind and sold it to a realtor for approx. $45 millions.

I might not have done a good job but what I'm finding is that Center Point is un-incorporated. What that means is they have no city government that is elected.

Rolling7, I would like to tell you a little bit about my workplace. It used to have administration offices on both floors (1st and 2nd floors). Right now the first floor is empty except my plant manager's office and the whole second floor is leased to OIG which has its own janitors, etc. Departments of sales, injury, payroll, etc moved from that adm building to other plants. In case you didn't know since you retired, there is no longer a FMLA office locally and USPS HR (HRSSC) in NC handles FMLA cases currently.

Oh, did you know that USPS offers 21,000 postmasters VER with $20k incentive ("buyout") recently?

They also offered regular employees a buyout, which are necessary "life-saving" actions brought about from the result of PRC. The employees, at every grade, are not to blame for for the idiocy of the PRC.

I've been dealing with HRSSC in North Carolina for years, first as an clerk and now as a retiree (yes, as a retiree you will deal with HRSSC)

Also it is going back to court anyway.... The court ruled it is only constitutional as a tax. Thing is, taxes can only be assessed through tax bills and tax bills must originate in the House. Therefore this bill was passed illegally. And then there is the whole "type of tax" issue.

The way I understand taxes to work, is that a tax is used to pay for government spending. It is not defined as something one must pay if they do not purchase a product. To me, that is what a penalty is.

Also, if one chooses to not purchase a product, and therefore, refuses to pay the penalty, don't they go to a debtors prison under this new law?

Some socialist countries have decentralized government that put provinces (like state) to take control of government.
