It appears to go beyond offset.
ps. "Suggest" when used in this way just giving an opinion.
I don't understand. Please clarify.

I am not sure that making dorms "beautiful and modern" is a concern or responsibility of taxpayers. I am sure it is nice for students though.

No, it wasn't come from taxpayers, so it is come from students who paid to live in the dorm and Gally got revenue to renovate the dorms.
It does satisfied the student's complaint about the dorms are being outdated and need renovated.
Also, when federal funding goes to Gallaudet University, also cover on MSSD and KDES. The new MSSD dorm will funded with taxpayer (federal funding) to replace the aging dorms, all of 5 MSSD dorms were demolished due to bad structure and water leaking, so only left is girl dorm and the boys moved to Ballard North (formerly Cogswell Hall), so will not completed until around 2014.
Even if true, that is money that could be spent elsewhere. Priorities....

such as? how you know it's not being spent elsewhere?
No, the federal funding goes to education and research, that it so nothing goes to dorm and boarding, except for MSSD dorm (that's high school students).
Like I said, even if true........ priorities.....
It has nothing with priorities so enough to play with my words.
I disagree. I believe it does.
No, that's not my opinion and it was from Gallaudet University.
If they are spending it twice that is a pretty neat trick.
source please?
I think you got lost a few post back.
are you sure if money being spent on such renovation came from taxpayers?
Gallaudet said it has nothing to do with priorities? That is a strange statement for a school to make.
The federal funding is ONLY goes to education and research, so Gally is on own for dorm and boarding
yes because you did not answer this question -
Assuming that is accurate, they would still have to set priorities for that spending, correct?
Board of Members are typically responsible for setting the priorities.... including 3 Congressmen
