Do the staff tell the commander-in-chief what to do? They advise him and he may or may not follow that advice.

Here's the thing...if Obama does something they can gripe about, they want him to take full responsibility. But they don't want to grant the same degree of responsibility when he does something the vast majority of the country praises. Part of that "damned if he does, damned if he doesn't" way of thinking.

Where did I mention party? I wasn't making a partisan observation.

Making things up? Given some of the statements you have made, publicly, regarding Obama, I would say that it is really a no brainer guess that you are not happy that he was able to accomplish this and would prefer that it would have been someone else.
