Teachers and administrators have not yet learned what the results of this are. A lot of their learning is down the road. Maybe they can be graded on a curve?

Students will learn from Mom and/or Dad a lesson in economics and fair play. Either the parents will call out this as cheating, or they will attempt to justify it, as you have done.

Taxpayers will be asked to shell out more money to cover these unexpected increases in school "operating" expenses; i.e. legal issues.

Everyone loses here.

You know, I think the standards are set too high for some students. Some students will NEVER be able to progress beyond 8th grade level. Their intellect is limited by their IQ.

It is quite clear in this case. The teachers did wrong.

Well, to anyone who fails to see the grey areas in between the black and white, it is clear. Fortunately, real life does not play out that way. Only those who are quick to judge others fail to see the possibilities in between.
