I don't think that is what Ravensteve is saying. It sounds to me like he is saying, if all the families within a certain neighborhood are Jewish, they should be able to set up their schools and libraries to emphasize and support their beliefs. That their schools would follow the Jewish holy days for days off from school, and that their cafeterias would serve Kosher food. He did not say that non-Jews couldn't attend those schools.
