National Guard helping rescue Texas flood victims

DEL RIO, Texas (CNN) -- The National Guard has been called in to help rescue people trapped by deadly flooding in Del Rio, Texas, and to search for the missing.
Gov. George W. Bush has sent 150 Guardsmen, 25 trucks and nine Blackhawk helicopters to join the rescue effort. At least seven people were killed as floodwaters swept through Del Rio early Monday. As many as 30 others are missing.

Emergency shelters were quickly set up at schools and churches in this town of 34,000. By late Monday the civic center became the main gathering spot for displaced residents as the American Red Cross provided hundreds of people with food, water, clothes, blankets and cots.

Over the next 24 to 72 hours, more than 7,000 additional active duty troops will arrive in the affected areas. In addition to these National Guard forces, the Department of Defense has already deployed more than 4,000 active duty forces to assist in search and recovery, and provide logistical and medical support. The priority is to restore and maintain law and order, and assist in recovery and evacuation efforts. The enormity of the task requires more resources and more troops.

President Bush Signed A $10.5 Billion Emergency Supplemental To Support Hurricane Katrina Disaster Relief Efforts.
FEMA Is Moving Resources And Supplies Into The Hardest Hit Areas As Quickly As Possible. To date, the Federal Emergency Management Agency (FEMA) has deployed more than 50 Disaster Medical Assistance Teams, more than 25 Urban Search and Rescue task forces, eight swift water rescue teams, and two Incident Support Teams. FEMA is also working to deliver water, ice, meals, medical supplies, generators, tents, and tarps. There are currently more than 1,700 trucks which have been mobilized to move these supplies into position.
The Federal Government Is Working To Help Relocate Those Displaced By The Hurricane. Those in New Orleans who were taking shelter in the Superdome are being moved to the Astrodome in Houston, and FEMA is working to provide tents and shelter. In addition, the Departments of Housing and Urban Development, Agriculture, and Health and Human Services (HHS) are working with local communities to provide help to those who have been displaced from their homes.
The Energy Department Is Working To Restore Electricity To Affected Areas. The Energy Department has deployed personnel and is working with local power companies, local authorities, and state authorities to help get electricity functioning. The Energy Department is also taking steps to ensure the repair and continuity of oil and gas pipelines that may have been affected by power outages.
The Department Of Defense Is Moving Military Resources Into The Gulf States To Aid In Rescue And Recovery. Eight Navy ships have moved into the area with water, food, medicine, hospital facilities, berthing, and more. DOD has responded to all FEMA requests and is providing logistical help, including helicopters, activation of air stations in strategic areas, and strategic lift support.
Now then, what have YOU done to help alleviate the situation in New Orleans?The United States Coast Guard Is Conducting Search And Rescue. The Coast Guard has rescued and assisted thousands of people in the affected areas, and its efforts will continue until all those at risk are safe.

Since I moved to FL in 1998, I have evacuated for at least three hurricanes. I've also weathered at least three more tropical storms. I live in the Florida Keys, which is below sea level like New Orleans is. The difference between here and there is, OUR LOCAL GOVERNMENT developed an evacuation plan. When a storm threatens, we are TOLD to leave! We not given an option in the matter. If people refuse to do so, they are asked to give the name of their next of kin, so someone can be notified in case of death. That might sound gruesome, but that's reality if you live in a hurricane prone area. Lousiana should have been prepared, and they weren't. That is on THEM.
Eve is RIGHT! It is NOT the Federal Governments fault. It's on Lousiana's local government, and they DROPPED THE BALL! Now they expect the Federal Government to bail them out? I don't think so!
Lousiana did NOT have an evacuation plan. Why not? Louisiana didn't follow protocol for asking for aid. Why not? The mayor is turning down aid. Why? People affected by the floods are refusing certain military style foods. Why?
I am NOT saying that there aren't problems with the Federal Government's response. There is. There's a problem with how donations are being accepted, but a good bit of the blame for this belongs on Louisiana's apathy before and after the storm. NOT THE FEDS!!

This is how it works people. When a disaster like this occurs, local government is supposed to act. They had no plan. They had 40 years to plan for this and they did nothing. No Levy improvements, no evacuation plan, and the superdome was their only fucking shelter? Thats it??? And why was the Mayor on the news CURSING about busses when there are 210 of them underwater that THEY had control of? Hmmm I guess hindsight is 20/20 huh? If your City is BELOW sea level and and you are that close to a river, lake, and the Gulf, dontchya think you might kinda wanna have some kind of plan in place for something that is bound to happen? This is not Bush's fault. Next after local government, comes the state. They are the next level of response for this type of catastrophe. Where were they? What did they do? What was there plan? (wow, thats alot of questions with no answers) Ok, last....Federal...thats where Bush steps in. Bush steps in and shit starts to get done. IT SHOULD HAVE been started already before Bush got there. If the local government was anything like Rudy Guliani (who will be our next president by the way) this would be a completely different situation then what we have now.
Ok.... let's just look at this:
1. Local Gov't should have evacuated everyone they could (didn't happen)
2. Katrina hits
3. Local Gov't calls for support from national guard (which didn't happen)
4. State asks local Gov't what they need (didn't happen)
5. Federal Gov't steps in and ASSISTS and sends relief money (happened)

People, if you're going to point fingers, point them south where the blame really lies. The LOCAL government is at fault here. THEY HAD NO PLAN. With that being said, I really hope people get their shit together down there and I wish them the best. Now...Im going to make a prediction here. That entire local government is going to be replaced and you probably wont hear too much about it when it happens. Why? Because the media loves to bash Bush.

Actually, the US govt does NOT have a fleet of buses standing by just to evacuate people all over the country. The mayor DID have a fleet of school buses that could have been used. But the mayor did NOT use them.... US govt have buses but they did not use them to evacuation those people neither.
