That is not why. Sheesh. They don't care if the bags get wet. What if it's raining when it's time to load the luggage. Do you think they'll just hold up the flight till it stops raining?

The luggage getting wet is not the issue, the safety issue of the ground workers is not to work outside in lightning storm. It doesn't matter if luggage gets wet, they do in other airports, the point is the safety of the workers.
