Not everyone has a juvenile record. Most people behave when they're juveniles.I have no idea who's doing it but it's through the state of Florida. I know they go back as far to even check your juvenile record... seems odd to me, but whatever makes them feel better about me sticking people with needles and such...
I had security clearance background checks when I was in the Navy. NIS did it back then. It was for Top Secret.
I would think that a state-level background check is mostly looking for criminal records or bad credit. That should be a simple computer records check.
For the military, it also includes face-to-face interviews with former neighbors, relatives, employers, etc.
