No. That is a normal age to go alone to a birthday party. The parents should be prepared to entertain and supervise.

Depends on where the party is and how many kids are there and how many adults available to supervise. A party at a friend's house with a couple of adults and 8-10 kids should be fine for a 7 year old alone, for example.
