Tax between Europe and any countries in the world

What's this?
"State tax" pays for state-wide expenses, such as SC government.
"County tax" pays for county expenses, such as Charleston County.
"Trans. tax" is a transaction tax, and pays for city expenses, such as North Charleston.

Each state, county, and city has different taxes. Sometimes school districts, and public service districts have additional taxes, depending on where someone lives. The tax money collected for each section (state, county, city), goes directly to that area. That is, county tax money cannot be spent for state or city expenses. They are like separate "pots" of money.
