Who wanted the memorial? Who planned the memorial? Who gave out the tickets for the memorial guests? It wasn't the city.

If I was a taxpayer in LA, I would be steamed.

Liebling had provide a link stating that "AEG did pay for the memorial itself." but for the security and for the clean-up, I don't know who had provided that service and who should be responsible for that bill. :dunno:

the city provides security and clean-up. City aka taxpayer is responsible for that bill. If there's a construction, special events, charity program, etc, the police has to be there. We have to pay for that too. this MJ funeral is no different.

If the event organizer prefers to use their own security, they can do so but their security guards are not authorized for traffic control/redirection. That's why you see at most rock concerts - there are private security guards and police mostly for traffic-related purpose.

If there is a special event at big shopping mall, the mall provides the security and pays for it as well.

That's not the policy everywhere. Most cities charge for their services.

For example, every year there is a state fair at the local fair grounds. They hire police for traffic control for fair goers. The fair sponsors pay for that.

Our cities charge the event sponsors for their services. Parades pay for permits, and that money pays for the extra services.

Maybe the laws in LA are different? Maybe that's why they're in the hole?

for city - yea I'm sure it's a policy. Everything such as events, rally, etc. must be registered with the city hall in order to receive the permit. That usually comes with police escort.

The city of Los Angeles will pay the costs of policing Michael Jackson's memorial concert, its mayor has said.
"This is a world-class city and we provide fire and police protection," said Antonio Villaraigosa.

City council officials have suggested Jackson's family and promoter AEG Live should pay some of the $1.4m (£860,000) needed for police and traffic control.

But Mr Villaraigosa said that "the idea we would charge the family for a funeral is nonsensical".

The mayor was on holiday in South Africa a week ago when more than 17,000 fans flocked to downtown Los Angeles to watch the public memorial.
In his absence a website was set up encouraging public donations to help cover the costs of last Tuesday's event at the Staples Center.
'Hard decisions'

Meanwhile, AEG Live's chief executive has revealed he wants to stage a one-off London tribute concert featuring the Jacksons and other artists.
Speaking to 6 Music, Randy Phillips said "hard decisions" would need to made if the event was to take place on what would have been Michael Jackson's 51st birthday.

"What we're thinking about is one massive tribute that's broadcast around the globe," he said.

However, he played down reports that a concert was already in the works featuring such artists as Leona Lewis and Justin Timberlake.
Mr Phillips also rejected calls for AEG to reimburse LA authorities for the costs incurred by last week's memorial.

"I think the city should cover these costs," he said. "[When] someone of this fame dies, do you not give them a proper funeral?"
