Doubtful. Even the original memo authorizing the weddings wouldn't take effect until after DADT is gone.
Added note: The memo was only for Navy chaplains. The Air Force and Army chaplains were not included, so they haven't yet been given any permission to perform same-sex weddings.
When and if it's allowed, it will be only in the few states that not only allow same-sex marriages but also have Navy bases with chaplains on board who are of denominations that permit it. That won't be a huge number for a long time.
And DADT will be gone. Plenty of time to bring the memo out of suspension. In time, all branches of the military chaplains will be given permission.
