The teen's behaviors are very, very, very old and that's not new. I have seen many situations that are related to her, even in 90s as well. The cell phone with camera weren't common in 90s and there were a lot of physical altercation. The discipline value doesn't change at all. My father witnessed fighting at school in 1970 and his school was around more than 50% black (it is all black school by now).
The socioeconomic does affect student's discipline and students live in foster home or group home are often poor - they don't have enough opportunities to support themselves. I noticed that schools with high poverty rate (you can see about how many students got free or reduced lunch) have a lot of behavior problem - many suspension and expulsion.
Sadly, most bad schools are to prison pipeline, or to fast food/retail pipeline.
They can be easily avoided if they follow Long Beach's example to put all disadvantaged students in special education class with same teachers who willing to support them and make them more successful - go to college instead of prison. Those require a lot of funding.
I believe this black girl should brought to see a psychologist or counselor. The officer that flipped the desk and dragged her make worse - it won't teach her a lesson. They had done to me and I didn't learn a lesson so they had to change the method. If you want to treat her like hell so she will end up in prison that cost your tax money because no one willing to reform her.
