Since you're from good ol' Missoura, be aware that in the State of California, using pepper spray is prohibited except in cases of self-defense.

I'd say just leave them there as they are sitting down, locked in arms, on the hard concrete and have the LEOs surround them and stand guard. Don't allow them to leave unless they want to voluntarily leave individually. If they have to crap or pee, too bad. Do it in their pants. Thirsty? *shrugs* Hungry? Sore from sitting on the hard concrete? Hot? Cold? Oh well....
How's that instead of pepper spray?
I think he was clear. The SOP for an internal investigation is to put the cop on admin (paid) leave. Putting them on admin leave does not mean a cop is automatically guilty.

If they were breaking any law (debatable), they should have been arrested. They were not being combative or threatening in any way. No need for pepper spray.

That was never a point of concern for me and something I don't care about. That battle of semantics is between others on this thread. Not me.
I was addressing "airportcop" and his automatic judgment of the occupy protesters. His "well, there must have been something that happened, even if we can't see it" approach begs the question. It's the ol' cops uphold the law and protect it, so therefore they cannot break the law or be in the wrong! mentality, which you and others here also hold. I can understand why he feels that way, since he is part of the broken system, but you and others are just disgusting in your support of this sort of abuse of power.
