Hoichi is good kind soul he may appear to be closed mined and being opinionated is not necessarily a bad thing he often gives two even more sides to an argument and he pulling your strings half the time for reaction and gets it.thank god someone else is as dyslexic as me..

All prisons and jails....besides quebec

But..
Smoking still occures along with all other prohibited behavour.

In quebec smoking in.the joint is still permitted as of last year anyway
 
I really don't think motives are anything much apart from cigs is currency and poss may ease that and the obvious health weath and no stink
