Government still require you to provide proof of citizen... when you vote, when you go to the ER, when you file for social security, when you file for taxes, go to pay for insurance and driver licences, go to a bar and so on. No one is going to come up and ask if you have health insurance randomly. Instead, what they're going to do is look at your records or deal with you when the need for identification arises.
What ER are you going to ! I never had to prove that I am citizen to do any of the thing you wrote! You do have show driving license to vote now to prove that you are you! I once had an ID that I did not realize had expired , I did not drive then. I was told I could not use the ID card to pay by check , I said but I did not expired , it still me! The woman would not buy that! I would not be at least bit shock it some did randomly ask me to show my insurance card!
