Exactly. That is why she needs to separate herself from them. They will deal with their issues (or not). Has virtually nothing to do with what she needs to do. Waiting for them to be ready to get their shit together just keeps her sick. As it does with most addicts.
The thing about addiction is, most addicts use their family as an excuse. "I wouldn't use if my so and so didn't do such and such." "If my dad would change, I wouldn't have to use." It is just part of the justifying behavior that goes with addiction.
They have to learn to stop using other people and other situations as their excuse and realize that they use because they are an addict and don't know the coping skills to live their life sober. They can get sober, and stay sober, no matter what anyone else in their life is doing or not doing. They are not as powerless as their addiction wants them to believe they are.
