Not everyone runs a business from home, not everyone is also a college student taking courses online. Sure your neighbor could be a hacker, pedophile, etc. But these are things that could be said about your co-workers, people at Walmart, people you ride the tram with, etc. You just don't know. You're right that not everyone knows their neighbor, but maybe this might be a chance to get that 'community' thing going again where neighbors actually knew each other, conversed with each other rather than living in the bubble that encompasses their property line and vehicles.
But if you're smart you'll know how to keep your pc safe when you do use their access point and it's really no different that using the wi-fi at Starbucks or the University Commons. Just keep your pc up-to-date against threats.
