I'm not sure how that works, but I do know if it's the property of the school, they will completely fall back on "budget" talk. In high school, and middle school, I used one too, but it wasn't provided by the school, but some insurance program for children, and I kinda had a "sponsor" or sorts who checked in on me to make sure it was working properly and so on. And when it wasn't, she'd bring a replacement and ... have me try newer models when they came out.
However, in college, I was very disappointed. All they had to offer was a model that was nearly 5+ years OLDER than the one I was using in high school, and it worked like crap. It had absolutely zero benefits to me compared to the new model I used in high school. However, as soon as I was 18, the program I was on that provided the FM trainer, couldn't offer me it anymore. So, it was either, deal with what the school offers, or buy your own for several thousand dollars. Quite the rip off. I chose to just suffer the consequences without it: sat in front of the class, had note takers who couldn't do their job properly, and basically barely passed the classes... until I just stuck with online school.
So, I'm not sure, but hopefully there is someone you can get a hold of, who is in charge of that FM trainer for the school, and getting them to put in more effort for you to get a better working one. Cause it seems rather discriminating that they won't get it fixed for you, don't you think?
