Well... after I listened to my discussion w/ someone through the notes on dA. It got me to think...
At birth to 2 years old of a human life... Do they know deaf babies somehow understand the sound with either HA or CI for all the time? I mean, how do you know that baby understands the sound and the words without signing (no communication) for 7/24? If he or she is not able to speak, what do someone expect him or her to understand someone better? With only replying on sounds and listening? How and what will he or she tell you what he or she wants?
If he or she is not allowed to sign what he or she wants to say, then what is better way to express something through a via communication with someone? Replying on listening and speech for at birth to two years without communication? Is it because someone is afraid of signing will ruin speech skills? So someone can just expect him or her to know more words until a child finally can speak to voice those words? I mean, for two years without speaking except only listening? I dunno... Still it bugs me for that.
