Satellite phone. I don't know of too many people who actually own one of these, as they're not cheap. And as for paying Coast Guard and the Navy, good question. I dunno about that.
 
They may have some sort of distress beacon that is satellite or GPS based to contact coast guard. They seem to be well prepared but it is not good idea to bring a small children in this journey.

that is the first I thought of when I heard this story , are the people going to pay for this and my second thought what a stupid thing to do ,who would bring small kids on a sailboat to sail around the world ?? I think the only way the parents could had be prepared would had been to bring a doctor on the trip or had stayed home and watch the movie' Around world in 80 days' with their kids. Then go to bed.

I agree, especially because the younger one had food poisoning prior to the trip. They could face legal troubles, too.

Normally, the government doesn't bill people for rescues. (Maybe they should, in some cases.)

I don't think the parents are going to get into any kind of legal trouble regarding their ill daughter. The article states she was cleared by a doctor to travel. I personally would never take two small kids on a trip like that.

It did say that, but I wonder what it takes to get permission to travel around the world by water? Wouldn't they need passports and certain paperwork to do this?

All you need is a passport to enter foreign ports. The open seas are just that--open. They don't belong to any country.

Watch out for pirates, especially in the Indian Ocean.
 
If they only going by sea around the world, they don't need passports unless they set their foot on the other country's soil.

Edit: They were in Mexico and doesn't seem to have a problem there and then went on sea southwest to New Zealand. Chances that they already have passports, if they didn't they would be stuck in Mexico by authorities.

I learned something new today. If traveling just by water and not entering another country, passport not needed. Interesting.
Yes, but unless you're on The Flying Dutchman you'll probably need to get supplies at some point, or get maintenance done on your vessel.

Is that a super fast boat or something? And true-- one would need to stop somewhere to ensure the motor is running smoothly and probably would need supplies, too.
