jiro's situation is more understandable.. with clients, and works when everybody sleeps (in same time zone) and doesn't STICK to computer at work, only at home, ingores me when he's at work. good boy.. I like that.

not qualified nor certified to do work in other department. I don't have a teaching or counseling degree

Not the same thing in all governments in America. If supervisors do their jobs right, they should be commencing a disciplinary process to deal with employee tardiness and not excusing that behavior by having them make up the time because that just reinforces the bad behavior.

yup..because you're being paid for every and each minute you work there .. so I'm not understanding here. if there's hour-requirement, then it's about money.
