This is also a thought... If a vrs company goes up to tier3 and asks for lower pay... That would be the day.

Correct me if I'm wrong, but this does not make sense. Can you please clarify what you mean by "ask for lower pay?"
If a VRS advances to Tier 3, they will not earn less revenue, they are still generating more revenue. The Tier 1&2 rates do not vanish simply because a VRS is now at the Tier 3 rate. All those minutes within Tier 1&2 are still generating the same revenue they always have.
