Why not you have sidekick in first place when you're attend to college. You need to bring your sidekick all the times! If you don't know where is the area. If you don't know what is CPS phone number then you can use your cellphone to call Police. They will find you and the children. Because police department have satellite with GPS. Police will contact to CPS and come pick the children up. That's simple!
I had noticed about many older children (like 10-12 years old) has been around store, swimming pool (like happened in Orlando during my vacation, PCB in last few years ago), play around street, playground and other activities stuff without any supervised, I'm not responsible for call police, CPS or dept of human resource, unless I would do if see any child who is younger, like 5 years old that walk on street alone or somewhere like that but rarely to see them for me.
When I went to swimming pool, the rule on gate said anyone who is under 13 years aren't allow go here without any supervised, parent or guardian, I'm sure that people who work at office in condo or housing community would caught them if happened, even it seems like poor enforcement at night in some area.
Yea, I know CPS needs major improvements in order to insure the safety of children.

Us citizens, at least here in California are mandated reporters! I think it might be true in most other states.
If the police are called by a citizen, they will respond to take care of the immediate situation for which they were called and then a report is submitted to Child Protective Services.
Maybe in other states, budgets for a lot of departments are being cut. I know CA will be facing a lot of those very soon.
My apartment management office has a rule about children swimming in the pools on our property. If the managers catch anyone under 12 years old swimming without a parent present (we don't have lifeguards), the management office WILL call CPS! They are very strict about it.
Well, excuse me; Pepsi got it that CPS is "so bad" and you said they need improvements. I was relating to "us citizens" in your post. Meaning that no matter how lousy or slow services are, in CA, we are MANDATED REPORTERS, meaning the law says we (all citizens, especially those in the educational setting) must report these things. Your name will be kept out of the report. No matter how bad or slow these agencies are, I must, by law, still make the report and leave it to the courts , agencies, etc to makes these people accountable. Nothing more I can do. I have filed about a half dozen of these reports in my work life. You often mention how it is your right to give an opinion, that this is a discussion forum.....what am I? Chopped liver?
When I was a kid, my stepmother had beaten me up the night before school, and then kicked me hard in my back and legs the morning before school. I showed up to school with bruises all over me. My teacher and the school psychologist called CPS. CPS came to my parents' house while I was in school. But, they saw that my parents had a nice big house with a pool and everything, and they decided that I was lying, and closed the case. They didn't even come to my school to look at me and to talk to me. However, I still ended up in foster care a few months later because my stepmother decided she didn't want me and made my dad give me up to the state. I was very glad to leave home, though. I was getting beaten up everyday at home. In foster care I didn't get beaten up so often. I grew up in foster care. I still have PTSD from living with my dad and my stepmother and from what she did to me. I still get very nervous everytime I see a parent yelling at his or her child. I get scared that the parent will hit the child, even though I know it is not likely for the parent to hit the child in public. I really wish the CPS had taken me seriously and took me out of the home right away.
Child abuse can happen in ANY home, in ANY family, doesn't matter if the family is poor or rich or whatever.
