there are public pools. and it would not be a good idea to swim at ocean especially if you're not an advanced-level swimmer.... you know - rip current.
In the outdoor (free) public swimming pools here, the depths are 3 feet and 4 feet. You can't really learn to swim in those unless you're a small child and I never saw anyone learning to swim in these urban public pools. It's all about splashing, frolicking and staying cool in the heat.
And as an aside, my Black girlfriends won't go near a pool because the water messes with their hair. I've heard them say 100 times "Black people and water don't mix". But these are Black teenage girls, not Black young kids just wanting to have a good time in the water (not old enough to care about getting their hair wet.)

They do make swim caps. Until the 60's, almost all women and girls wore them when they went swimming. Now, it's mostly old ladies with perms to protect or competitive swimmers who want a sleeker head for speed. But they can get them.Interesting, what about taking a shower? Do they avoid getting their hair wet during a shower as well?

I think Black issues had nothing with not know how to swimming. It's more like being intoxication which is very common to cause them being drunk and drown. Since, Rodney have history of drug stuff. So, there you go, my best guess.
I don't, as a Bostonian, buy the, "accidental" angle, but it's possible.
