When was your last time you re-boot your modem? Maybe you can try power it down and power it back up, that is one option. The other possibility is that you may have bad connection outside. You may want to call the technician to come and check it out. You shouldn't be paying for such a low upload speed. At my work, I get approx 100 mbps download and upload is 25 mbps. Something like that.. but .49 something upload? Seriously something wrong.
My friend works near Pixar company in California. He got a speed test of 85mbps down and 57mbps upload but at home, only 1.6mbps down because he uses his work internet for downloads and all that stuff, money saver.
Most jobs don't allow to download anything whatever you want.
Most? I don't see it that way. The only time if each individual department have to pay their own expenses....like copier machine, of how many papers they use, how much toners they use and such... and same way for each dept have to pay per megabytes of usage. So, the dept set strict policy, they only download a file for work purpose. They can't download anything else.
