No, it isn't secondary.
Secondary is referred as whoever has commit crime, other than "illegal" and traffic violation, it include murder, rape, theft, assault, misconduct, speeding, reckless driving, DUI, fail to stop at traffic, etc so police check the immigration status after catch for commit crime or traffic violation.
Primary means police can stop anyone whoever hasn't commit crime or traffic violation yet and ask them for immigration status.
