No, it isn't secondary.

Secondary is referred as whoever has commit crime, other than "illegal" and traffic violation, it include murder, rape, theft, assault, misconduct, speeding, reckless driving, DUI, fail to stop at traffic, etc so police check the immigration status after catch for commit crime or traffic violation.

Primary means police can stop anyone whoever hasn't commit crime or traffic violation yet and ask them for immigration status.

2. During any stop, detention or arrest, a police officer must try to determine a person's immigration status if the officer has reason to suspect the person is here illegally. An exception exists if making that determination might obstruct an investigation.

Again, checking the immigration status is a secondary enforcement.

When the Federal Government deported Elvira Arellano (the second time) they marched right into the church she was claiming sanctuary in and arrested her.
There is no Federal Law granting amnesty nor "sanctuary" to illegals.

When he passes amnesty for illegals YOU wil be required to pay for criminal's healthcare coverage. If YOU do not, you will be fined and/or imprisoned.

btw, there is absolutely no "civil right" to enter the US illegally.

and you, Steinhauser - your state has one city that does "Don't Ask, Don't Tell" policy but they're about to remove it soon. Therefore, your state is not a hypocrite but Palin and her state are.

This bill is actually following a Federal requirement in helping enforce illegal immigration. California has a very similar language on enforcement per the Federal law.

California has sanctuary cities, Los Angeles is one of them, that's city where I used live in.

This requires local government to cooperate with I.C.E. regarding illegal immigration. I recall that many cities and towns have enacted "sanctuary policy".

One of the supporters of Sanctuary Policy (source) is.... Anchorage and Fairbanks.

Let me get this straight. When a state like Arizona tries to do something to deal with the illegal immigration problem, you rip them quite harshly. Then, Sarah Palin calls on the federal government to enforce their own law and you rip on her because she didn't do something about it as a state governor. Which one is it? Should the state governments do something about it or not? And how is it hypocritical to demand the federal government enforce their own law when one has never been a part of the federal government?

Besides that, Sarah Palin was the governor of Alaska, not the mayor of Anchorage or Fairbanks. Also, I seriously doubt Alaska has the same illegal immigration problems that Arizona has, so why should she use up time and political capital on that when there are other issues to attend to?

1. Arizona is not doing it right to enforce the federal immigration law
2. Palin's state has a state-wide issuance that forbids the use of state resources to enforce federal immigration law
3. if you're gonna wag your finger at someone, make sure your background backs you up
4. there is other way to enforce the federal immigration law.... like putting all the resource on prosecuting employers/corporations in your own state instead of alienating your own residents just to find some petty illegal aliens. Cost Benefit wise? I think not.

That was called 2006. People were pissed and the immigration reform bill failed only because people raised such a stink about it that enough congressmen got scared and backed out to kill it. That's part of the reason why his approval ratings were so low- he lost his base and immigration was a big part of that.

In short, both Obama and Bush deserve blame on this one and have gotten a lot of blame on it.

and Alaska is too far away from Mexico and drug cartel infested area.
 
I prefer to have G.W. Bush in office over Sarah Palin.
