Innocent until proven guilty is legal protection for the accused.

There was no "book" to be thrown; legally, the officer couldn't arrest her because it was at most a misdemeanor offense; what you might call a "ticket" offense. It's not the kind of offense that the officer would cuff and haul in for. It's an offense punished by a fine, not jail time.

The police aren't supposed to make up their own laws.
