Last time I checked, the President is a figurehead.
Still requires Congress approval. Congress is the only branch that has that authority. A president cannot declare war.

If you means jokes about his Texan drawl, the fact he choked on a pretzel, his relationship with Jeb Bush, his education, his involvement in Air Force One.... yeah, sure. But I don't remember anyone explicitly attack his policies until around 2003.
March 19, 2003 - Bush launched "Shock and Awe" campaign on Iraq without UN's & Congress's approval. GWB did it all by himself with his Executive Order.

Ha, reminded me of the anti Bush campaign called pants on fire. They pulled his effigy complete with flaming pants across the country. It was great. Some wagons had a marquee with his lie of the day. Oh, man, funny. There were also dolls with flamimg (fabric print) pants.

Bush did not seek a formal declaration of war from Congress. Bush sought and received from Congress the authority for the United States to use military force against Saddam and Iraq. Ever since it's been known as the Iraq war.
