The only safest Deaf schools I ever seen was :
Texas School for the Deaf, in a quiet White / Latino neighborhood.
American School for the Deaf in Hartford, Connecuit
The Learning Center for the Deaf , Boston Mass.
New Hampshire or Vermont School for the Deaf ( I forgot which one I visited )
Baxter School for the Deaf which is way in the woods, you drive through a very long bridge, way long bridge then go onto an island where the big Deaf school is in Maine.
That is it.

There isn't really a "safe" area in Detroit. My gf avoids going thru Detrioit, not a place to visit. It's a place for suicide run. She has told me everything about Detrioit, it's very scary and it gives me chills. It's not anything I can imagine. Also, Detroit has about $300+ million in the hole. They have NO money, they're dead broke. The reason why Detroit is dangerous because of lack of jobs, high percentage of criminals and lots of poverty. No offense.
