Literally, no. The act of baptism is symbolic. If you, intentionally, do not carry out the principles of your belief system, you are, already, not of the community. Baptism is to be re-born . . . and, as in the Christian holy texts, Jesus defended the concept toward one who believed the literal.
There are specific groups (or "cults") who argue differently. I will not go there. I believe that, with the debaptism ritual, the public atheists are attempting to prove, symbolically (and with the huge press involvement), that they are not in agreement toward the motivation for being an upstanding citizen.
