Viewing child pornography is a passive action. This man was not charged with molestation. He was charged with viewing and having child pornography. He was not charged with producing child pornography. There is no way that he can be charged with doing something violent. To be charged with committing a violent act, he would have had to do something to another directly.

Canada too as well. In fact, it was announced today that we've had the lowest homicide rate since 1966. There were 554 homicides committed in 2010.
It is too cold in Canada to commit any crimes!

It may have something to do with the fact that Canada was a British colony for a long time and was a member of the British commonwealth until the 80s. So, I think the British influence is very much a factor in civility and etiquette.
I would agree. On the whole, the Brits are much more humane and civilized than are Americans.

I think one big factor is what weapons are legal. Another would be what kind of help people who are homeless or impoverished can get. If they can get more help from the government, there's bound to be less homelessness, and they're probably less likely to do things like steal or sell drugs to support themselves. Finally, the kind of support people can get for mental illness could make a big difference as well. In the US, accommodations for the seriously mentally ill are pathetic, so they are extremely likely to a) end up homeless, b) end up in jail, and/or c) end up self-medicating with drugs and/or alcohol.

Got noting useful for drugheads... maybe an insulin pump type of device that doses with an agent that causes stomach distress when 'toxins' are detected... then program for the specific toxins?
