Car manufacturer said that? Never heard of that before. Better ask to Deaftechsmog. He works longer than me like 20 years.

Newer OBDII vehicles does having instant warm-up and closed loop in 30 seconds depend on the vehicle manufactures because they use heated O2 sensors (or heated Air/fuel sensors) and thin oil grade weight like 0W-20 motor oil that helps the engine warm-up faster even the coolant temperature is cold...and reduce cold emission emits.
 
Just curious, you live in cold place like eastern coast or Mideast, does your car warm up little longer or let the engine warm up to allow heat up the icy window(defrost). I feel I am a stupid to asking...cuz I never run across on the harsh/freeze weather before.
 
well today I pulled out the tow chain, got me a nice tree in my yard and started pulling the front end out.... Im still a 1/4" off but better than the 4" it was. I also cleaned my IAC as it kept dying when parking or tapping the gas (sudden rev to idle) now its smooth, idles better and doesnt die, lots of carbon build up on the plunger and inside the housing.

Wow, I've not clean IAC in my old Astro for long time. I try to clean it and butterfly plate/bore of throttle body if the engine stalls or stick gas pedal.
 
This morning, in Longmont, CO, a mother left her car running to keep her child warm while she ran into the store. A guy came along and stole the car with the kid inside. He went for a long, wild ride, wrong way on the interstate.

Don't leave your car running unattended!
