What would justify sanctions? No one knows what happened. They still don't know what caused the plane to divert and go down. No one knows yet who is to blame, if anyone.

If the airplane already sank in Indian Ocean so it will be very unlikely to find because it is very deeper - require submersible to discover in underwater.

Also, they found few debris, that's suggesting about airplane likely dive into ocean.

If airplane dive into ocean so passengers die from impact.

For outcome, I believe that airplane dive into ocean.
