ok - since you have a dark-colored wall (green)... and you want to paint a light-colored wall (i'm assuming it's yellow)... you could paint primer on it.. and then apply white paint on it.... and then apply 2-3 coats of primer. Apply more coating if needed. Wouldn't be surprised if you have to apply 5x cuz dark color can be quite stubborn.
while applying primer - don't skimp on it. give it all you've got!
If your brother's got a better suggestion, let me know so that I'll know what to do if it happens to me. I never had to deal with this kind of problem because my walls are always white but what I just said above is a typical method.

Well, last year, I changed my daughter's old room walls from dark red to sandstone and it worked. I will see what my brother has to say as he was a professional painter for 5 years. If he makes a better suggestion I will let you know.
