I really pissed off at stupid lady and moron man for walking around and do nothing till end of video. Not even help dog. Unlock leash was not hard to do it.

There should be locked leash. Maybe they never own dogs before and they had no idea what locked leash looks like. If no locked leash then how to disconnect leash from the dog?
