I think they should come out with something for cell phones where the text can to go voice and the voice can go to text so two parties can call direct to each other as long as both parties have compatible phones for the software.

Raise hell about your relay call being refused. You no doubt got ahold of a receptionist, and probably a student assistant at that. But disability services needs to make sure that everyone understands their obligation under the ADA. A university refusing a relay call is unacceptable.
I sent the secretary of the English Department an email - she's the one that likely picked up the call and I told her I was the one trying to call via relay becuase of my deafness and my inability to communicate over the phone and that I was NOT pleased.
