When the U.K. backed out leaving only France who is enthusiastically willing to go to war against Syria did the President decided to ask Congress for permission. And to avoid the painfully obvious hypocrisy of what he said in 2007 on executive power. Next problem, Congress won't convene until Sept 9 after summer recess is over. That's a little a week away.
