I preferred Adobe Dreamweaver, Microsoft Expression Web, and notepad. Each of those has their own pros and cons, depends on what I wanted or needed to do.

Wordpress is not software.

I wouldn't call wordpress a wysiwyg editor but it is a fully functional cms and it is software.

Eclispe web tools which is now integrated into the latest version has HTML editor support, I believe. The whole system can be used to develop on a local web server which can be automatically published to through Eclipse.

It's open source.
