The researchers studied more than 25,000 convictions of public officials for violation of federal corruption laws between 1976 and 2008 as well as patterns in state spending to develop a corruption index that estimates the most and least corrupt states in the union.

I live in Alabama for many years and I despise the state legislative due to corruption and ethical crisis, but old voters are sticking with incumbent, no matter about R or D.

Why does matter? Black politicians are very minority in state legislative above so they don't have much influence.

That's not same as city, but it is about ethics in federal and state legislative.

Washington DC is not a state. Now if they said most corrupt place in the United States, DC would probably win hands down.
