And it never will be because enough of them are empathetic to the deaf culture whereas Sorenson looks at the culture as a medical model.
 
I am not surprised because I know governments mess up all the time!

It is hard to say about "too much money" or not. I know the rate USED TO be somewhere around $17.00 per minute but now it is somewhere around $6.50 a minute so.....until the hard numbers are laid out, who's to know?
