IMO, in general, young children are exposed to too much sexually oriented information on a daily basis. TV programs, video games, movies, music, advertising, conversation, clothing, etc., all have sexual undertones (or even overtones). Even cartoons are filled with sexual inuendo. The poor kids probably think that if sex is so important in every phase of life, that they better not miss out on any of the action.
That's no excuse for boys attacking girls but I wouldn't be surprised if they got their "inspiration" from their societal environment. Of course, parents are responsible for training their children properly but these days it is more of a struggle because so much more in the child's world is contrary to the parents' lessons.
Sometimes the parents themselves send mixed signals. They can say, "girls shouldn't let the boys see or touch their private areas." But then the parents buy "sexy" clothing for little girls and say, "oh, you look soooo cute!" Huh?
Yep, I've seen some clothes at the store are a little bit too far for small girls and I was thinkin' like " Gee - are they treatin' small girls like teen age girls ? They are waaay too young to wear that kind of clothes ". I know sometimes small girls like to wear like their mommy's. You know, they tend to put on their mommy's clothes and play to be pretend they are like their mommy ? Maybe, that's the problem they didn't know about school's strict policy until they first enter school to learn somethin' about it -- a little bit different from home which could affect their life. Possibly stop them doin' that at home as well, because of the influence from school due to policy. They lost their " fun " at home. How sad huh ? I would love to watch my little girls wearin' my clothes for " fun " -- I wouldn't want them to stop enjoyin' it at their young age until they grow out of it naturally.
