If they want, but hearing is not needed to do what hearing do. Deaf can have sex, drive, be doctors and do surgery, etc. We are not limited by our deafness!!

Sure, and yet there are deaf and hh people who can hear with the help of a hearing aid or cochlear implant. Although limitations and range vary from individual to the next.

My son is 90 dB right and 110 dB left. He only wears an HA in his right ear, because amplification in his left interferes with discrimination due to distortion. He does very well, too.

I used to have 2 analog HAs, both Rexton. I have since replaced one of them with a new digital one, Starkey Davinci. The difference is amazing. Not in quality, but volume. I'm not sure how much to credit that it is digital because I feel I don't understand words any better than I did before, but I hear sounds at a louder level.

Yes, deaf people can hear, but not hearing person hear. They hear like hard of hearing people.
