No, he's not joking. There are a high percentage of hispanics living in Los Angeles metro area. California has a huge problem with hispanic immigrants.

Non-hispanic white in LA is 29.7% in 2000, 46.9% white is included in combined with white alone and white part and latino part (mestizo or something like that).
In some part of LA, there's alot of white in West LA, USC area and west portion of valley and most coastal communities.
Very true. Most neighborhoods in West or Northwest of Los Angeles tend to be middle to upper class. Most Caucasians enjoy beaches so they lives near to it. In the general, Caucasian population is decreasing in Los Angeles metro area because they're fleeing to Northern California, Nevada, Arizona, Oregon, Washington, Idaho, Colorado, and other states for various reasons. Every time I go visit my relatives in southern California, I noticed less and less Caucasians for last five years.
In my city, Seattle, Washington... I read somewhere that Seattle has more than 60% Caucasians but it is changing lately because we are getting more and more diversity now. Few years ago, Bend, Oregon is known as "Hot Spot" for Caucasians to relocate. I am not sure if it is still "hot spot" by now.

On the issue of immigrants - where I work Hispanics are definitely the majority. Im guessing that only 30-40% of the workers there are Caucasian. Asians at around 5% Then blacks are around 1%.
As for the overall town, its around 54% hispanic the rest are caucasian or another race.
In Arkansas right? I'm somewhat surprised that your state have high percentage of hispanic already.

Yup, most hispanic are spread to southeast usa like Georgia has ALOT of mexicans.
