Have you tried a "foil" (items 1 & 3 in pic) instead of a "rotary" electric razor? It is my understanding that the foil head elec razors work best for individuals with sensitive skin. I too have that sensitive neck, and that Williams Lectric Shave pre-shave lotion, mentioned above by Seb, seems to do the trick for me.i have given up on electric shavers.
