Maybe the babysitter gave them a plausible explanation, and she was someone that the kids trusted.Why didn't the two older boys call 911 once they realized the babysitter was making off with a lot of their belongings AND the infant? How old are the 'older two boys'?

Apparently, some of the problems in the past were that different localities interpreted the criteria in different ways.I thought an Amber Alert was issued for ANY missing child, especially where kidnapping is for sure involved.
Here in Arkansas - when something like this happens the ASP issues a Morgan Nick Amber Alert on all state news media.
That 'or' should have been the modifier in which any of these criteria individually or combined in any way is sufficient to issue an Amber Alert in my opinion. I get Amber Alert notifications on my BlackBerry, and it seems pretty efficient.
