The police departments, sheriffs departments, city or county or whatever is a matter of public safety thats their jobs of everyone was law abiding and did no wrong we wouldn't need police. Sure some abuse the power but they are out there for the safety and protection of everyone. Some departments that combine police, fire and medical in one outfit sometimes are called "Department of Public Safety".

As far as website attacks if it was bad or compromised the website it can be taken offline to the public until its fixed or measures put in place to prevent it.
